Can you burn wood in portable fireplace when fire ban?

I was just watching this guys video and wondering, if I live in area that has fire ban still. Can you burn wood in something like this?

Not really mate, when there is a fire ban all types of fires are prohibited

it depend son where you live but in most cases no you can't. All types of fires are banned regardless

Really? I thought if the fire was completely enclosed you could have one?

That's what I thought, I would expect if the fire is confined. It's not different then having a fireplace in your home?
