Light bar above windshield question

Are you supposed to have those lights covered up while on normal streets? Another offroader told me yesterday that I'm supposed to have covers on my lights in order to make it street legal?

I'm near certain they are supposed to be covered up. BUT I don't know a single person who has had issues with them not being covered up.
