Bed rack is rusting at welds

My bed rack has some rusting forming at the weld spots and I'm wondering what can be done about this? I was thinking wire brush and shoot it with Rustoleum seeing that it's just black and you'll likely not even notice it. But I don't want to do this again next year. Will this work?

Yep, that's a good option. Problem is some rack builders take short cuts with the material that they use to coat these things.
