How close to GVWR can you get with towing camping trailer?

We are shopping around for trailer options, and wondering how close can you get to your vehicle's GVWR? Does this take into account offroad situations?

I would give yourself some room on the weight. Remember you will need to have other stuff in the trailer, and if there is water tanks, that weight can add up quickly. If you decide to add an awning or roof top tent, all of these things add weight.
