Cutting down dead trees - dispersed camping

If a tree is clearly dead, and you are dispersed camping and have a permit for a campfire, can you cut down the dead tree to burn in your campfire?

When in question, don't cut anything that is standing. Wood already on the ground is fair game.

I never did understand why if they are dead that you can't cut down?
