can a normal tow strap be used as a recovery strap?

Not really, the proper snatch straps are elestic. Tow straps aren't so you put a lot of stress through your recovery points and the recovery is also not as efficient. If it is the only option though then yes it can be used
 
it can be used if it is absolutely necessary but you should avoid it when possible. A tow strap has no give in it so the recovery will be very tough on the recovery points and the whole vehicle. It is best to use a normal snatch strap
 
I always keep one inside my truck just in case I need to be towed out but never use it for recoveries. If you have no other option though use it but try to be gentle
