They don't come with the fender liners, here you can find them sold separately. As for the fenders, I am not really sure what the hight is but they look like they give plenty of clearance for bigger wheels https://www.addictivedesertdesigns.com/2018-jeep-wrangler-jl-front-inner-fender-liners-D96164400NA

It shouldn't be that heavy mate. If you want space for larger tire go for it, it looks like a good product
