Flag mount suggestion for 2017 4Runner?

I'm trying to figure out a flag mount that will allow a flag to be mounted while the vehicle is moving. We have some upcoming desert runs coming and then around town I'll have a country flag in it. I do have a tow package, can something be mounted to that?
Any help is appreciated.
