Should I buy a Hero 10 or go for an older 8 or 9 model that is on sale?

If you asked this regarding the hero 9 when it was new I would say go for the older ones as the upgrade isn't that significant. However, go pro has done a great job with the 10 so if you want the best quality go for that!
